While Habakkuk wrote about the Babylonian threat; the writers of the Dead Sea Scrolls used the text to refer to the Romans.
Compare this to Revelation, Daniel, Ezekiel, and other prophets and one will realize how fluid the texts were at the time.

For Antea, wife of Proetus, lusted after him, and would have had him lie with her in secret; but Bellerophon was an honorable man and would not, so she told lies about him to Proteus. 'Proetus,' said she, 'kill Bellerophon or die, for he would have had converse with me against my will.' Then she kept his garment by her until his master came home,
and she told him the same story, saying, "The Hebrew servant, whom you have brought among us, came in to me to insult me;
but as soon as I raised my voice and cried out, he left his garment beside me, and fled outside."
When his master heard the words that his wife spoke to him, saying, "This is the way your servant treated me," he became enraged. Gen 39:7-19

We are told in the scriptures about the life of Christ. John Chapter 1:23-34 introduces John the Baptist who baptizes Jesus. Jesus reads from the Old Testament Isaiah 61:1-2. We see Jesus as he cleanses the Temple taken from John 2:12-16. We see healings such as Jesus cleanses the Leper from Matthew 8:1-3, adn healing the Blind Man from John Chapter 9:1-7. Teachings concerning little children as stated in Mark 10:13-16 and the conversation with Nicodemus concerning being Born again as explained in John chapter 3:1-15.
